New Legislation Overhauls Security and Defense Funding

Ukraine's parliament has received President Volodymyr Zelenskyy's signed approval of a law that allocates funding for the security and defense sector while amending the 2026 state budget. Known as Law No. 4908-IX, the document boosts spending by 1.56 trillion hryvnias, financed primarily through large-scale external assistance from the European Union. This move comes as Ukraine continues to face ongoing military threats and seeks to strengthen its defensive capabilities.

The law includes provisions to increase funding for military salaries and weapons development. 'Law No. 4908-IX provides for increased expenditures on military personnel compensation and arms development, specifically by leveraging substantial EU external aid,' according to a statement from the parliament.

European Union Backing

In May 2026, the government prepared budget amendments to reinforce the security and defense sector, and on June 10, the parliament approved the overall budget changes with 242 lawmakers voting in favor. These adjustments were made possible by an EU loan agreement worth 90 billion euros for 2026–2027. In 2026, Ukraine expects 45 billion euros in support, with 31.8 billion euros allocated to defense and security and 13.2 billion euros to cover the budget deficit.

“The first tranche will arrive as early as June,” the prime minister stated.

The enactment of Law No. 4908-IX underscores Ukraine's intensified efforts to bolster its defense amid a prolonged military conflict. The mobilization of substantial EU aid highlights the critical role of international support in ensuring national security. Against the backdrop of global trends, financing the security sector has become a top priority for the Ukrainian government, potentially impacting economic stability and improving social standards for military personnel.

As Ukraine's government takes significant steps to enhance its defense capabilities, the recent approval of a substantial increase in military funding by parliament reflects a broader trend in national security strategy.
