New Tax Rules for International Parcels Take Effect
Ukrainian President Volodymyr Zelensky has enacted legislation removing tax exemptions on international parcels valued up to €150, while also introducing mandatory data exchange between digital platforms and tax authorities. These reforms align with the IMF’s Extended Fund Facility (EFF) requirements and are crucial for unlocking the first tranche of EU financial aid through the Ukraine Support Loan program.
Previously, parcels under €150 were exempt from taxation, but under the new laws, all international shipments will be subject to tax regardless of value. An exception remains for non-commercial parcels valued below €45, which will continue to be VAT-free. According to Alexey Leonov, approximately 95 million international parcels worth a total of 160 billion hryvnias entered Ukraine in 2023. The government anticipates these changes could generate up to 12 billion hryvnias annually in additional revenue.
Introducing European-Style Tax Data Exchange for Digital Platforms
The legislation also establishes a European model for exchanging tax data, requiring digital platforms to report user incomes to tax authorities. These obligations will come into force on January 1, 2027. Items intended for security and defense purposes remain exempt from VAT under the new rules.
During a Tax Committee meeting in the Verkhovna Rada, four alternative bills addressing parcel taxation were debated. Nina Yuzhanina noted that these proposals sparked intense public discussion, but the committee upheld a firm stance on safeguarding the needs of Ukraine’s Armed Forces.
These legislative updates represent critical steps toward ensuring stable government revenues and fulfilling commitments to international partners. The introduction of new tax rules is expected to influence consumer and business behavior in the international shipping sector. Additionally, the automated exchange of tax information will enhance transparency within digital services and reduce opportunities for tax evasion.
As the government implements these significant changes to parcel taxation, it is essential to understand the broader implications for international shipping and marketplace responsibilities. Recent discussions in the parliament have also highlighted new tax regulations aimed at enhancing accountability for digital platforms.
