Volodymyr Zelensky commented on the personnel decisions in the country's leadership made in January 2026. The key decision was the appointment of Kyrylo Budanov as the head of the President's Administration to form a unified negotiation center. This decision was made after consultations with a number of influential state figures. The activities of the center will be based on two possible scenarios for the development of events in 2026:

  • Plan 'A', focused on peaceful negotiations,
  • Plan 'B', which envisages a long-term negotiation process while simultaneously strengthening defense and military capabilities.

As part of these changes, Serhiy Kyslytsya took the reinstated position of first deputy head of the Administration, while Rustem Umerov became the Secretary of the National Security and Defense Council. Zelensky signed decrees appointing Kyrylo Budanov and Oleg Ivashchenko. The President emphasized that he has formed a team of negotiators to create a unified line of communication on behalf of Ukraine, excluding fragmented initiatives.

'I analyzed the negotiation direction. And I will say frankly: it took me a lot of time to formulate how to proceed with Plan A and B' – Volodymyr Zelensky.

Such steps demonstrate a strategic approach to dialogue and the necessity of strengthening defense capability under current conditions. It is important for the Russian audience to understand that these reshuffles reflect the internal logic of Ukrainian leadership in structuring processes, rather than being a reaction to specific external signals.
