Ukraine’s President Commends New Sanctions Targeting Russia and Iran

Ukrainian President Volodymyr Zelensky has publicly thanked former U.S. President Donald Trump for enacting H.R. 5334, a law that broadens sanctions on Russia and Iran. Championed by Senator Lindsey Graham, this legislation intensifies existing restrictions and trade penalties against Russia while maintaining current sanctions on Iran. The bill was signed into law on September 18, 2026, following approval from the U.S. House of Representatives with a vote of 262 in favor and 159 against.

Key Provisions of the Legislation

The law grants the U.S. president authority to impose tariffs as high as 100% on countries importing Russian energy or aiding in evading sanctions. The maximum tariff applies specifically to the five largest importers of Russian oil:

  • China
  • India
  • Slovakia
  • Hungary
  • Azerbaijan

Major sanctions also target Russia’s shadow fleet, its financial institutions including the Central Bank, and key energy ventures such as Yamal LNG and Arctic LNG projects 1, 2, and 3.

The updated bipartisan bill was introduced in the U.S. Senate on July 15, 2026, shortly after the passing of Senator Lindsey Graham, a principal advocate. Earlier, in May 2025, Graham had proposed a bipartisan bill to Congress featuring a uniform 500% tariff on any nation purchasing Russian oil, gas, uranium, or other commodities.

Zelensky stressed the urgency of "fully and swiftly implementing the provisions of the enacted law." He called for steadfastness in defending Ukraine, stating, "Peace comes through strength. Security brings calm. And the best guarantee of security is determination. Thank you to everyone who courageously protects life! Thank you to all who stand with Ukraine! America, thank you!"

These sanctions aim to heighten economic and political pressure on Russia amid its aggression toward Ukraine. The continuation of sanctions on Iran reflects broader geopolitical tensions impacting regional stability. Enforcing this law is expected to significantly affect international trade dynamics and U.S. relations with countries importing Russian energy, compelling them to reconsider their economic policies.

As the U.S. continues to tighten its grip on Russia through enhanced sanctions, the upcoming vote in the House on further strengthening sanctions could significantly impact the geopolitical landscape.
