SBU Authorized for New Combat Missions
Ukrainian President Volodymyr Zelenskyy has approved new combat operations for the Security Service of Ukraine (SBU). The decision was made during a meeting with the acting head of the agency, Yevhen Khmar, and its former head, Vasyl Maliuk. Zelenskyy stressed the critical role of the SBU in defending the state and its citizens, while also emphasizing the need for the service's internal transformation to strengthen Ukraine. This move signals a continued focus on security operations amidst the ongoing conflict.
Vasyl Maliuk submitted his resignation on January 5, and the Verkhovna Rada approved his dismissal on January 13. Following this, President Zelenskyy appointed Yevhen Khmar as the acting head of the SBU. In a statement, the president confirmed that the SBU continues to prepare asymmetric operations against Russia, with all necessary resources being allocated for these tasks.
"I will remain within the SBU system to implement world-class asymmetric special operations aimed at inflicting maximum damage on the enemy."

Presidential Decree No. 18/2026, signed by Zelenskyy, establishes the new leadership structure of the Security Service of Ukraine, indicating further organizational changes are underway.
The Significance of Asymmetric Operations
These developments point to an intensification of the SBU's work in the face of Russia's military aggression, which could prove to be a significant factor in strengthening Ukraine's national security. The SBU's covert actions have become a key component of Ukraine's defense strategy against a larger adversary.
The leadership change and the new combat missions also highlight the adaptation of the intelligence service's strategy to meet the contemporary challenges facing the country. The role of asymmetric operations remains crucial, as they have the potential to significantly impact the course of the conflict and safeguard Ukrainian interests.
