President of Ukraine Volodymyr Zelensky appointed Ruslan Tsygankov as the first deputy military ombudsman. The corresponding decree No. 996/2025 was published on the official website of the President of Ukraine.

Ruslan Tsygankov, who is 38 years old, was born in Kherson. Since July 2025, he has held the position of head of the Main Directorate for the Protection of the Rights of Military Personnel of the Ministry of Defense of Ukraine. It should be noted that Tsygankov was one of the authors of the Law of Ukraine 'On the Military Ombudsman,' which emphasizes his experience in the field of protection of the rights of military personnel.
