Taras Kachka Takes on Role as Ukraine’s EU Envoy
On October 9, President Volodymyr Zelenskyy officially named Taras Kachka as Ukraine’s new representative to the European Union and the European Atomic Energy Community. This appointment was confirmed via a presidential decree published on Ukraine’s official presidential website. Prior to this, Kachka served as Ukraine’s Deputy Prime Minister for European and Euro-Atlantic Integration from July 17, 2025, until July 14, 2026.
Focus Areas for Kachka’s Mission
In his new capacity, Kachka intends to prioritize several critical objectives, including:
- Ensuring consistent financial support for Ukraine throughout 2026 and 2027;
- Securing macro-financial assistance for subsequent periods;
- Facilitating the integration of Ukrainian sectors such as defense manufacturing, metallurgy, agriculture, and electricity markets into the broader European framework;
- Enhancing joint logistical networks and supply chains between Ukraine and the EU.
Kachka also emphasized the central role of accession talks in Ukraine’s EU membership aspirations.
“The expansion policy of the EU hinges on all these areas, converging in the membership negotiations. The pace is set by the president: decisions to open clusters require unanimous approval from all 27 member states, and his dialogue with EU leaders often proves decisive,”he explained.
He further highlighted the need for the government and Verkhovna Rada to unlock the remaining clusters to secure a favorable assessment from the European Commission regarding the fulfillment of conditions under the first "Foundations" cluster.
Before Kachka’s appointment, Vsevolod Chentsov served as Ukraine’s EU representative until he was named Deputy Prime Minister for European Integration. This change followed the resignation of Prime Minister Yulia Svyrydenko and her cabinet on July 14, 2026.
