Appointment of Yevhen Khmara

The President of Ukraine, Volodymyr Zelensky, appointed Yevhen Khmara as the acting head of the Security Service of Ukraine. Decree No. 19/2026 was published on January 5, 2026. This personnel decision became possible after Vasyl Malyuk resigned.

Yevhen Khmara has significant experience working in the structure of the Security Service of Ukraine. He was appointed head of the 'A' Special Operations Center of the SBU on April 14, 2023. Important milestones in his career include:

  • receiving the rank of brigadier general on August 24, 2023;
  • promotion to major general in June 2024.

Throughout his career in the SBU, Khmara has been serving in the 'A' Special Operations Center since 2011, indicating his deep involvement in important operations and missions of the special service.

Functions and Powers of the Head of the SBU

It is known that the head of the SBU has a first deputy and four deputies who carry out leadership functions when necessary. In the event of the temporary absence of the head of the special service, his powers are exercised by the first deputy. Under martial law, the President of Ukraine has the right to appoint a temporary acting head of the special service.

Thus, the appointment of Yevhen Khmara to this position is an important step towards ensuring the stability and effectiveness of the Security Service of Ukraine in conditions that require swift and decisive actions.
