Zelenskyy Outlines Peace Plan: 2026 Referendum and Trump's Pivotal Role

An Interview with Ukrainian President Volodymyr Zelenskyy

In an interview with The Atlantic, Ukrainian President Volodymyr Zelenskyy discussed his nation's strategy for reaching a peace agreement. He revealed that a public referendum, potentially concerning any final peace deal, could be held in the spring of 2026. Zelenskyy also underscored the crucial role former U.S. President Donald Trump could play, stating that his involvement might significantly sway the outcome of negotiations. These remarks come as Ukraine continues to seek a decisive end to the war while safeguarding its sovereignty.

The interview took place in the presidential office in Kyiv, where Zelenskyy had previously met with the journalist in March 2025. Ukraine's negotiating team has just returned from another round of talks in Abu Dhabi, with a further session scheduled for the coming week. The President stated he is prepared to meet with Russian President Vladimir Putin in any format, except in Moscow or Belarus. He also emphasized that security guarantees and a ceasefire are prerequisites for holding elections in Ukraine.

A Vision for the Future

Zelenskyy argued that Ukrainians who have endured the war deserve the right to vote 'for' or 'against' a peace agreement, calling it a matter of justice.

“Let the people decide,” he stressed.
He simultaneously insisted that the terms currently offered by Russia are unacceptable, as they could pave the way for renewed aggression. According to Zelenskyy,
“every kilometer of occupied Ukrainian land costs them 170 losses,”
highlighting the severe toll of the conflict.

He further noted the importance of clearly understanding how international partners would react to any future aggression similar to that of 2022. Zelenskyy believes that 'for Trump, this is dangerous within his own country,' suggesting the most advantageous scenario for Trump would be to act before the midterm elections, which would constitute a political victory. The Ukrainian President expressed the view that 'with the Americans it's easier for us, because they can compel the Russians,' and considers Trump to be 'the only person capable of doing that today.'

These comments from President Zelenskyy point to the ongoing tension in negotiations aimed at peacefully resolving the conflict with Russia. The emphasis on the involvement of international players, particularly the United States, underscores the complex geopolitical landscape Ukraine must navigate. The proposed 2026 referendum could become a pivotal moment in determining the country's future path, though its realization hinges on numerous factors, including stability and security in the region.
