Ukrainian President's Appeal to the United States
President Volodymyr Zelensky has formally requested that the United States grant Ukraine a license to produce Patriot missiles. In his appeal, he pointed out that the US currently manufactures between 60 and 65 antiballistic missiles each month, indicating potential to ramp up output in support of Ukraine. Zelensky sent letters to both the White House and the US Congress, stressing that American assistance is vital not only for Ukraine’s security but also for stability in the Middle East and other regions.
Talks with Russia and Military Support
Zelensky also indicated that negotiations with Russia could take place before the onset of next winter, noting that Moscow began losing battlefield momentum starting in December 2025. He suggested that the UK, France, and Germany—operating under the E3 format—could represent Europe in such talks. Additionally, he mentioned Turkey as a potential mediator, given its prior role in facilitating the return of prisoners of war.
The Ukrainian leader opposed any relaxation of sanctions against Russia, highlighting that Russian oil accounts for only five percent of global supply. He further reported that Russia is using drones to pressure NATO member states, and that Ukraine is actively intercepting Russian unmanned aerial vehicles heading toward Romania, Moldova, Poland, and the Baltic nations. In this context, Zelensky expressed hope for a bilateral agreement with the US on drones, referred to as the Drone Deal. He noted that Ukraine already has similar agreements with countries in the Middle East and Europe, and is preparing a major deal with the European Union.
'We can increase production of Patriot missiles. This will help us. It will help the Middle East and any other country the United States decides to assist. Until we develop a European antiballistic system, we will need US support,' Volodymyr Zelensky stated.
Zelensky also emphasized the need for a diplomatic resolution to the conflict, saying: 'That is why I believe we must find a diplomatic path—sit down and talk—before next winter. But that depends on internal pressure on Putin from his own society, as well as on the sanctions pressure from the US and Europe on Russia.'
