Current State of Ukraine's Energy Sector
President Volodymyr Zelensky held a high-level meeting focused on addressing the damage caused by Russian attacks and restoring electricity supply across Ukraine. He tasked the government and law enforcement agencies with presenting by the end of the day concrete plans to accelerate repairs at energy companies that are lagging behind. Daily missile strikes continue to hamper efforts to rebuild the energy infrastructure.
Zelensky emphasized that restoration work is ongoing around the clock, but repeated attacks and air raid alerts are significantly delaying progress.
“Unfortunately, repeated strikes and constant air raid warnings extend repair timelines. However, we have assembled the necessary equipment reserves, and restoration efforts are underway after each attack,” said Volodymyr Zelensky.
The situation in Kyiv is particularly severe, with residents and businesses experiencing prolonged power and water outages, the president noted. Other regions facing critical challenges include:
- Kyiv
- Zhytomyr
- Chernihiv
- Sumy
- Poltava
- Kharkiv
- Cherkasy
- Vinnytsia
In Donetsk, the situation is further complicated by ongoing hostilities, while southern oblasts are experiencing emergency shutdowns and long queues for services.
Zelensky also stressed the importance of coordinated efforts among all state institutions, regional and local authorities, and utility providers — regardless of ownership — to ensure electricity, heating, and water supply.
“No matter how challenging the situation, all government agencies across the country must operate as efficiently and comprehensively as possible,” Zelensky stated.
Advancements in Electronic Warfare Coordination
The Ukrainian Armed Forces’ leadership provided the president with an update on the organization of electronic warfare (EW) efforts. Zelensky confirmed that essential steps have already been identified. Key focus areas include:
- mitigating the impact of attacks
- restoring power supply
- collaboration with energy providers
Ukraine is also working closely with international partners to quickly replenish reserves and has secured agreements for new energy support packages.
The ongoing attacks continue to pose significant challenges to Ukraine’s electricity infrastructure, making recovery efforts difficult. The president’s directives to speed up repairs and enhance coordination among government bodies demonstrate a strong commitment to stabilizing critical services. International cooperation remains a crucial element in overcoming the energy crisis triggered by military aggression. In these demanding conditions, seamless collaboration between authorities at all levels and utility companies is vital to ensure essential resources reach the population.
