Ongoing Dialogue Among Ukraine, the US, European Allies, and Russia

Efforts to negotiate peace between Ukraine, the United States, European partners, and Russia continue, yet reaching an agreement remains highly complex. In Oslo, Ukrainian President Volodymyr Zelensky engaged in talks with American special envoys and European representatives. US envoy Steve Witkoff delivered proposals to Russia centered on security guarantees and conflict resolution. Zelensky also pushed for a trilateral summit involving the leaders of Ukraine, the US, and Russia. Finnish President Alexander Stubb highlighted noticeable progress in discussions about security measures and economic recovery.

Meanwhile, US President Donald Trump is urging Ukraine to swiftly finalize a deal with Moscow, warning of potential negative consequences if negotiations fail. Against this backdrop, US envoy Jared Kushner emphasized the need for Ukraine to halt attacks on Russian oil refineries. Ukraine, in turn, has expressed willingness to cease strikes on Russian energy infrastructure if Russia stops its assaults on Ukraine’s energy facilities.

The Crucial Role of International Support

US Secretary of State Marco Rubio stressed the significance of American aid, stating:

“Without US support, particularly during the Trump administration, Ukraine as a sovereign nation would not exist today.”
US Secretary of Defense Pete Hegseth affirmed that the Trump administration did not restrict the use of Starlink and Starshield systems; however, Elon Musk personally ordered speed limitations on the Starshield network. Decisions regarding these restrictions and Starlink usage were made at the White House.

Russia has refused to negotiate a ceasefire, insisting on ending the conflict on its own terms with security assurances. In a related development, 74-year-old American Stephen Hubbard was freed after more than four years in Russian captivity, where he was held on accusations of fighting alongside Ukrainian forces. During the Oslo meeting, Witkoff controversially referred to the Russian leader as a "humanitarian," grouping him with Donald Trump.

As talks press on, no clear path to peace has yet emerged. Central issues under discussion include:

  • Security guarantees comparable to NATO’s Article 5
  • Negotiating a fair and lasting peace agreement
  • Ceasefire arrangements and plans for Ukraine’s reconstruction
  • Territorial disputes, sanctions, energy security, and partial truces

The continuation of these negotiations reflects a shared commitment to finding common ground, despite deeply entrenched positions. The indispensable support from the international community for Ukraine, alongside Russia’s reluctance to engage in dialogue, suggests obstacles ahead in securing a peaceful resolution. Upcoming developments in these talks could significantly impact the regional dynamics and global diplomatic relations.
