Diplomatic Dialogues Between Ukraine and the United States
Ukrainian President Volodymyr Zelensky held an extensive 90-minute discussion with US special envoys Steve Witkoff and Jared Kushner. The conversation centered on preparations for an imminent tripartite meeting involving Ukraine, the United States, and Russia, scheduled for early November. Zelensky also shared updates on a recent Brussels conference focused on Ukraine’s postwar reconstruction and an upcoming summit addressing Ukraine’s security guarantees.
The Brussels gathering included representatives from Ukraine, the US, the European Union, France, the UK, Germany, NATO, the World Bank, and the global business community. Following this, a dedicated session on security guarantees for Ukraine is planned. President Zelensky emphasized the urgency of accelerating negotiations to bring the war to an end.
“There is no alternative to peace, and postwar security guarantees must be truly ironclad. We are working towards this,” stated Volodymyr Zelensky.
Zelensky reaffirmed Ukraine’s readiness to take necessary measures and confirmed that Kyiv has submitted its proposals to the American side. A key topic during talks was Ukraine’s need for air defense systems and interceptors compatible with the Patriot missile defense system.
“Air defense remains a critical priority. We discussed the need for interceptors for the Patriots to protect lives from Russian attacks,” Zelensky remarked.
Next Steps and Global Support
US special envoys appointed by former President Donald Trump, Steve Witkoff and Jared Kushner, have been actively engaging with both Ukrainian and Russian officials. On October 21, Witkoff met Russian President Vladimir Putin in Saint Petersburg, where Putin expressed Moscow’s willingness to resume tripartite negotiations with the US and Ukraine in the first half of November. This meeting followed Witkoff’s discussions in Oslo on October 21 with Zelensky and the leaders of Norway and Finland.
Zelensky indicated that the three-party talks are likely to take place in early November, with Kremlin approval for the preparations. Abu Dhabi has emerged as a potential venue for this meeting. On November 3, it was announced that Ukrainian and Russian delegations would convene from November 10 to 11 in Abu Dhabi, mediated by the United States. The agenda will focus on postwar security arrangements, conflict de-escalation, and humanitarian agreements. Kremlin spokesperson Dmitry Peskov confirmed that Vladimir Medinsky, aide to the Russian president, will continue to serve as Russia’s chief negotiator in these talks.
This engagement between Ukrainian and US representatives, alongside the groundwork for tripartite negotiations with Russia, underscores the vital role of international backing for Ukraine’s security and reconstruction efforts. The emphasis on air defense capabilities highlights Ukraine’s commitment to safeguarding its population. Simultaneously, the active diplomatic outreach within global forums demonstrates a concerted effort toward achieving a peaceful resolution and strengthening alliances.
