Zelenskyy Holds Emergency Meeting as Russian Attacks Leave Over 700 Kyiv Buildings Without Heat

Ukraine's Heating Crisis

Ukrainian President Volodymyr Zelenskyy convened his daily emergency meeting to address the aftermath of Russian strikes, focusing on the critical heating situation in Kyiv and surrounding regions, as well as the wider damage to infrastructure. As of January 28, more than 700 apartment buildings in Kyiv remain without heating, primarily in three districts on the city's left bank. This comes as Russia continues to target Ukraine's energy grid, a tactic that has caused severe hardship for civilians during the winter months.

In the Kyiv region, a nighttime drone attack on a residential building in Bilohorodka killed two people, though a four-year-old child was rescued. Significant power outages also continue across the region. Kyiv Mayor Vitali Klitschko reported that 737 residential buildings are currently without heat. Repair crews are working at maximum capacity, with specialists brought in from across Ukraine to assist.

Infrastructure Repairs Underway

In Kryvyi Rih, 243 buildings were without heating following a nighttime ballistic missile strike. Officials warn this number could rise due to water hammer damage and ruptured mains. Restoration work is also ongoing at energy facilities in the Synelnykove and Kamianske districts of the Dnipropetrovsk region.

The Ministry of Internal Affairs reported on the operation of aid centers functioning in the regions. Over the past day, more than 6,200 people received hot meals. The state maintains sufficient reserves to expand this network of support points. The situation in the following areas was also discussed:

  • Odesa and region
  • Kirovohrad region
  • Poltava region
  • Vinnytsia region
  • Chernivtsi region
  • Kherson
  • Mykolaiv region
The Ukrainian President stressed the need for swift decision-making at the municipal level in Kyiv: 'Repair crews are working flat out. But we need significantly more operational efficiency in decisions precisely at the city level in Kyiv.'

He also expressed gratitude to the workers of energy companies, municipal services, and Ukraine's State Emergency Service, who are working around the clock to restore basic living conditions for the population.

The situation in Ukraine, particularly in Kyiv and other affected regions, underscores the severe challenges the country faces due to ongoing hostilities. Restoring heating and electricity amid constant attacks is critically important for meeting the basic needs of the population. Prompt local-level decisions and active work to rebuild infrastructure must be a priority for authorities to mitigate the conflict's impact on people enduring daily hardships.
