Zelensky and von der Leyen Agree on Defense Funding Framework for Ukraine’s 2026–2027 Budget

Securing Defense Funding for Ukraine

Ukrainian President Volodymyr Zelensky and European Commission President Ursula von der Leyen have reached an agreement on the structure, timeline, and necessary steps to finance Ukraine’s defense and fiscal needs for the years 2026 and 2027. Currently, Ukraine faces a $27 billion shortfall in its defense budget, driven by the escalating costs of the war, the technologically advanced nature of the conflict, early financing of the Ministry of Defense’s expenses in the first half of 2026, and unmet commitments from international partners.

To address this gap, the Ukrainian government has sought assistance from the European Union, the United Kingdom, Canada, and Japan. According to Finance Minister Serhiy Marchenko, Ukraine is experiencing its most challenging budgetary crisis since Russia’s full-scale invasion in 2022. Prime Minister Serhiy Koretsky emphasized that European officials are working to clarify the causes and scale of the deficit to inform decisions about future financial support.

Government Actions and International Cooperation

Koretsky reported that the government has implemented 17 out of 42 planned measures aimed at securing international funding. Through cost-saving efforts and reallocating expenses, the government managed to mobilize $7 billion to support the Armed Forces.

“Going forward, we will coordinate this work on a monthly basis, ensuring continuous alignment. Coordination must be ongoing. Thank you, Ursula! Thank you to all our European partners,” President Zelensky remarked.

Ukraine continues to actively pursue solutions to meet its defense requirements amid the ongoing conflict and financial instability.

This situation highlights Ukraine’s heavy reliance on international financial aid during wartime. The engagement of European allies and the government’s steps to reduce budget deficits demonstrate a commitment to maintaining stability and sustaining defense policies.
