Prior to his Dutch trip, Zelenskyy visited Oslo, Norway, on April 14, where he met with Prime Minister Jonas Gahr Støre and signed a declaration on defense partnership. Earlier, during a visit to Berlin, the Ukrainian President and German Chancellor Olaf Scholz held intergovernmental consultations—the first such meeting in over two decades—resulting in the signing of ten documents across various levels of cooperation.

Rome Visit and International Backing

On April 15, Volodymyr Zelenskyy traveled to Rome for a meeting with Italian Prime Minister Giorgia Meloni. During these talks, the Ukrainian leader stated:

"I informed [her] about the battlefield situation in Ukraine and our need for additional air defense. We discussed defense cooperation and agreed that our teams will work out the details of a Drone Deal between our countries." - Volodymyr Zelenskyy
