Zelenskyy’s Appeal to the European Union

Ukrainian President Volodymyr Zelenskyy has urged the European Union to release the initial tranche of a €90 billion support package while also calling for tougher sanctions against Russia. This request was made during a meeting with European Council President António Costa and European Commission President Ursula von der Leyen, held on April 23 in Lefkosia (Nicosia). On the same day, the EU approved a new loan instrument for Ukraine covering the years 2026 and 2027, with the first disbursement expected in the second quarter.

Zelenskyy expressed gratitude for the EU’s 20th sanctions package against Russia but stressed the need for continued pressure.

“Please keep working on sanctions against Russia. Tightening them is the right step, especially given that the Americans have eased some of theirs,” he stated.
He noted that Russian military losses amount to 30,000–35,000 troops per month, underscoring the urgency of maintaining pressure on the aggressor.

Joint European Defense and Financial Support

Beyond sanctions, Zelenskyy raised the issue of a coordinated European defense against drone threats.

“The SAFE program is likely insufficient because each country does what it deems necessary and what it can, while drone threats are new and constantly evolving,” he said.
He called for a joint European drone initiative and reiterated Ukraine’s desire to accelerate EU accession, demanding a clear start date: “All we ask is for full membership to be fast-tracked with a concrete launch date.”

Zelenskyy emphasized that financial support is critical for Ukraine’s military, with funds earmarked for:

  • weapons procurement;
  • air defense systems;
  • winter preparation;
  • protection of the energy grid.

Regarding sanctions, he explained that the latest package targets Russia’s energy revenues, restricts its banking system, and aims to curb shadow fleet operations. The president also called on third countries to help cover Ukraine’s remaining financial needs and expressed hope that a meeting of the International Coalition for the Return of Ukrainian Children—co-organized by the EU, Ukraine, and Canada—would take place in May.

The leaders also marked the 40th anniversary of the Chornobyl disaster, highlighting the importance of joint efforts in addressing both past consequences and current challenges facing Ukraine.
