Presidential Meeting with Top Military Command

Ukrainian President Volodymyr Zelenskyy held a briefing with the newly appointed Commander-in-Chief of the Armed Forces, Mykhailo Drapatyi, Acting Defense Minister Yevhen Khmara, and Deputy Head of the Presidential Office, Pavlo Palisa. The central topic of the meeting was the coordinated response strategy to Russian strikes targeting Ukrainian infrastructure. This high-level discussion comes as Russia continues its campaign against energy and civilian facilities across the country.

Commander-in-Chief Mykhailo Drapatyi provided an overview of the frontline situation. The participants specifically examined sectors requiring immediate decisions. A key part of the conversation focused on countermeasures to Russian shelling of cities and communities. President Zelenskyy stated:

“We went through in detail those directions and tasks that require the most attention and operational decisions.” - Volodymyr Zelenskyy

Defining the Counterstrike Protocol

Zelenskyy and the participants established a protocol for responding to attacks on infrastructure, particularly targeting cities and communities in border and frontline regions, Kyiv and its surrounding area, Odesa Oblast, and the maritime corridor. All security and government agencies are involved in the implementation, including:

  • The Armed Forces of Ukraine
  • The Ministry of Defense of Ukraine
  • Intelligence and special services

Zelenskyy emphasized that 'at all levels—the Armed Forces of Ukraine, the Ministry of Defense of Ukraine and other government structures, intelligence, and special services—there is a clear list of measures.'

Yevhen Khmara is working on preparing decisions to ensure the rapid fulfillment of requests from corps commanders. 'Yevhen Khmara is preparing decisions that will ensure the operational implementation of the necessary requests from corps commanders based on our communication with them over these weeks,' noted Volodymyr Zelenskyy. Pavlo Palisa and the Presidential Office team will be responsible for coordinating the work.

This meeting underscores the importance of coordinated efforts among state institutions in responding to the challenges posed by military aggression. Establishing clear actions and operational decisions is critical for ensuring public safety and stability in regions at risk from shelling. In wartime, such briefings enhance coordination between different agencies and improve the effectiveness of threat response.

In light of the ongoing military challenges, President Zelenskyy's recent engagement with top military officials highlights the urgency of strategic defense measures. This follows his earlier meeting with corps commanders, where they focused on the critical defense of Kherson.
