Security and defense spending in Ukraine: 2027–2029 outlook
President Volodymyr Zelenskyy has officially enacted a decision by the National Security and Defense Council (NSDC) outlining Ukraine’s security and defense expenditures for 2027 through 2029. Under the approved plan, spending on the security and defense sector in 2027 must equal no less than 26% of the country’s gross domestic product (GDP). Signed on June 25, Decree No. 528 includes binding directives for the government to ensure adequate funding for defense initiatives.
The Ukrainian government is now tasked with prioritizing financial support for all entities within the security and defense sector. This covers timely and full payment of salaries for military personnel and police officers. The Cabinet of Ministers must also guarantee the disbursement of one-time financial assistance in cases of death or fatal injury. - Stepping up counterterrorism efforts.
