Security and defense spending in Ukraine: 2027–2029 outlook

President Volodymyr Zelenskyy has officially enacted a decision by the National Security and Defense Council (NSDC) outlining Ukraine’s security and defense expenditures for 2027 through 2029. Under the approved plan, spending on the security and defense sector in 2027 must equal no less than 26% of the country’s gross domestic product (GDP). Signed on June 25, Decree No. 528 includes binding directives for the government to ensure adequate funding for defense initiatives.

The Ukrainian government is now tasked with prioritizing financial support for all entities within the security and defense sector. This covers timely and full payment of salaries for military personnel and police officers. The Cabinet of Ministers must also guarantee the disbursement of one-time financial assistance in cases of death or fatal injury. Additionally, the government is required to continue securing supplementary sources of military-technical assistance throughout the 2027–2029 period.

Core objectives and commitments

Among the key tasks outlined in the NSDC decision are:

  • Building the necessary capabilities of Ukraine’s defense forces to deter and repel armed aggression.
  • Implementing measures for the procurement, development, preparation, and scaling of high-tech weapons and military equipment production.
  • Strengthening air defense systems and ensuring proper protection of critical infrastructure.
  • Stepping up counterterrorism efforts.

The decision also mandates the development of a national cybersecurity framework and the enhancement of Ukraine’s cyber defense capabilities. The government is to reinforce law enforcement agencies and integrated border management, while also advancing territorial defense and training citizens for national resistance. Specific language from the decision states:

'Implement measures from 2027 to 2029 to preserve human resources, particularly military personnel with combat experience, and create incentives for continued contract military service.'

These steps are designed to bolster national security and prepare the country for future challenges.
