The people's deputy Yaroslav Zheleznyak stated that the relevant committee supported the draft law on virtual assets prepared for the second reading, bringing regulation of the cryptocurrency market closer. He expects the final vote in the Verkhovna Rada in November.
The law on crypto assets: what Zheleznyak reported about the voting in November
According to the deputy, work on the document lasted about three years. During its preparation, over two thousand amendments were processed, and positions of the National Bank and the National Securities and Stock Market Commission were coordinated.
«I hope that very soon, namely in November, this will be the final vote», — said Yaroslav Zheleznyak.
The committee's support does not yet mean the law will be passed by parliament. Accordingly, the November timeline announced by the deputy remains the expected timeframe for consideration, rather than a date for the automatic implementation of new rules.
Zheleznyak emphasized that legislative regulation is necessary for the legal segment of the crypto market. At the same time, the law itself will not eliminate illegal operations: investigations and law enforcement agencies' work are necessary to counter them.
The case of exchange offices: what is known about the seizure of 630 million UAH
A separate part of the video was dedicated by the deputy to the case of the network of exchange points. According to the official message of the Bureau of Economic Security on October 2, during 30 searches detectives seized over 630 million UAH in various currencies. The investigation is checking the legalization of funds obtained by illegal means.
Zheleznyak, referring to materials from Economic Truth, described the mechanism of transfers outside the banking system. A person hands over cash in one city, while the recipient collects the equivalent amount in another. Another described option involves exchanging cash for digital assets.
The deputy links such operations with the risks of concealing the origin of money and tax evasion. However, the mere use of cryptocurrency does not prove the illegality of the funds: the circumstances of specific operations must be determined by law enforcement.
According to Zheleznyak's transfer, the KIT Group network stated that the seized money belongs to its partners and has a legitimate origin. The company reported on the preparation of documents to confirm its position.
The deputy also pointed out the problem of responsibility for financial services without the proper license. According to him, law enforcement has to establish signs of other crimes, including money laundering or tax evasion.
The seizure of cash is not a verdict and does not in itself mean that the entire amount will enter the budget. Likewise, the future law on virtual assets does not abolish existing requirements for income accounting. This is important for entrepreneurs who are considering FOP operations with cryptocurrency.
