People's Deputy Yaroslav Zheleznyak announced that he, along with his team, identified the driver who, according to him, systematically grossly violates traffic rules in Kyiv and publishes videos of dangerous driving on social networks. The MP reported that he has already appealed to the police and demands to strengthen responsibility for systematic violators.
According to Zheleznyak, the reason for the investigation was a video from a stream recorded on the evening of August 2 in Kyiv. In the footage, the car moves through the city at high speed, frequently changing lanes, and in one of the episodes approaches a pedestrian who began to cross the road.
Zheleznyak stated that his team identified the probable driver
In another video demonstrated by the MP, a man is seen removing license plates from a car at a gas station. Zheleznyak claims that his team identified the owner of the car and the probable driver using open sources within a few days.
According to him, the car is registered to Svitlana Mankivska. Zheleznyak states that behind the wheel was probably her son Oleksandr Mankivskyi, known on social networks by the nickname Yami.
The MP showed a video from the man's social networks, where the car is seen moving at high speed. According to Zheleznyak, in some recordings, the speed exceeds 170 km/h, and in some cases, it reaches up to 300 km/h.
At the same time, the information provided by Zheleznyak about the driver's identity, his income, property, and previous violations are claims made by the author of the investigation. In the provided transcript, there is no response from Mankivskyi himself or confirmation of this data by law enforcement.
The MP announced 11 penalties for road violations
According to the data presented by Zheleznyak, Mankivskyi is involved in six cases related to traffic rule violations and has 11 records of imposed fines. The MP believes that the current fines do not deter drivers who systematically violate the rules.
«A fine that does not change behavior is not a punishment; it’s a tariff», Zheleznyak stated.
He also commented on the announced return of phantom patrol cars by the Ministry of Internal Affairs and the installation of new cameras. In the deputy’s opinion, simply increasing the number of recording devices will not resolve the problem of systematic violators.
Zheleznyak reported that he, together with People's Deputy Maksym Khlopuk, submitted a criminal complaint to the police regarding the episode demonstrated in the video. According to him, they will monitor the law enforcement's response.
