The press service of the Pension Fund of Ukraine explained that starting from March 2025, all issues related to compensation for internally displaced persons who receive housing for free fall under the jurisdiction of the fund. Because of this, Ukrainians are interested in the possibility of receiving a housing subsidy if their residence is provided by the 'Prykhystok' program.
'I am an IDP, living in a property whose owner receives compensation for accommodating our family. Can I apply for a housing subsidy?'
According to representatives of the Pension Fund, internally displaced persons have the right to submit documents for a housing subsidy at their actual place of residence, even if the owner provides housing under the 'Prykhystok' program. However, the owner cannot simultaneously receive both a subsidy and benefits for utilities at the same address.
It has been clarified that a person who provides housing for internally displaced persons and receives compensation for their accommodation may also apply for a housing subsidy at the address of that housing. Moreover, compensation under the 'Prykhystok' program is not taken into account when calculating the owner's income.
It is also important to note that if several families live in one property with separate utility meters, each of them may submit a separate application for a subsidy, but relatives cannot artificially divide into different households.
Applications for a subsidy can be submitted at the place of registration or residence, but one cannot simultaneously receive a subsidy at both addresses.
Clarification regarding the possibility of receiving a housing subsidy for internally displaced persons in Ukraine. Non-owners who provide free housing are entitled to this support at their actual place of residence. Additional aspects and conditions governing the appointment of the subsidy and the avoidance of double compensation by housing owners have also been clarified.
