Ukraine is facing a major housing crisis due to Russian aggression, according to a report by the International Organization for Migration. According to IOM, Russian aggression has led to the destruction or damage of more than 236,000 buildings in Ukraine, and over 2.5 million housing units have been affected, accounting for 10% of the country's total housing stock.
Moreover, the shortage of municipal housing, insufficient regulation of the rental market, and the mass displacement of people due to the war have created critical pressure on housing availability in Ukraine. About 10.6 million Ukrainians have been forced to leave their homes due to military actions, including a quarter of the pre-war population, some of whom have even left the country.
The Ukrainian government has launched the eRecovery compensation program, which provides cash payments to restore or purchase new housing for Ukrainians affected by Russian aggression. Additionally, the mechanism for remote surveying of destroyed housing has been improved, involving the State Space Agency of Ukraine to obtain satellite images.
