How Housing Subsidies Are Calculated

For most citizens, the housing subsidy for the 2026-2027 heating season will be calculated automatically, based on the heating period running from October 16 to April 15. The amount awarded depends on household size, combined income, and the cost of utility services. Those applying for the subsidy for the first time, or households with changes in members or utility services, must submit an application to receive assistance.

Each household’s subsidy amount is determined individually. The calculation for the 2026-2027 heating season takes into account income from the first and second quarters of 2026, as well as pension income from August 2026. To apply, a completed application and income declaration must be submitted using official forms. Additional documents may be required depending on specific circumstances, such as:

  • a rental agreement,
  • a copy of any debt restructuring agreement,
  • a certificate for internally displaced persons (IDPs).

Submitting Your Documents

Applications can be submitted in person at Pension Fund service centers, by mail to the local Pension Fund office, online through the Pension Fund’s web portal or mobile app, or via authorized municipal officers and administrative service centers. The 'Diia' portal also supports submission. Documents submitted between October 1 and November 30 will secure subsidy payments starting October 1. Applications filed after November 30 will result in subsidies beginning the month the application is received.

Eligibility for subsidies applies to first-time applicants, households with changes in composition as of October 1, or those with modifications in their utility services. Subsidies are not granted for non-heating periods if there is outstanding debt that can be repaid, restructured, or legally disputed. Thus, beneficiaries can receive financial support during the heating season provided they meet these conditions.

The automation of subsidy calculations aims to simplify access to financial aid for vulnerable groups, especially amid rising utility costs.

These updated procedures also adapt to shifts in household makeup and income, ensuring that assistance reflects each applicant's unique situation. Applying between October and November guarantees timely funding to cover heating expenses throughout the season.
