Changes in the Financial Market of Ukraine

In December, changes occurred in the financial market of Ukraine, particularly the number of participants in the non-banking financial market and banks decreased. As of January 1, 2026, there were 411 financial companies operating in the non-banking financial services market, which is three fewer than before. The number of banks remained at 61.

The structure of the non-banking financial market also sees changes in the number of insurance companies. There are 47 non-life insurers left in the market, which is one less than before, while the number of life insurers remained unchanged at 10. Among other market participants:

  • 101 pawnshops (was 102)
  • 85 credit unions (was 86)
  • One leasing company
  • 45 insurance brokers
  • 74 collection companies remain unchanged

The number of banking groups decreased by one, to 15, while the number of non-banking groups remained at 41. The payment market remains unchanged with 15 payment systems created by residents, as well as 10 international systems. Additionally, there are 16 payment institutions and 12 financial institutions authorized to provide payment services. Among other market participants is one issuing bank of electronic money and one postal operator. The number of commercial agents increased to 66, while 32 technological payment service operators remained unchanged.

These changes indicate further consolidation and adaptation of Ukraine's financial sector to modern conditions.

The reduction in the number of market participants may indicate the optimization of business processes and increased requirements for the stability of financial institutions. At the same time, maintaining the number of banks at a stable level reflects a certain resilience of the banking system to external challenges and internal transformations.
