The minimum wage in Ukraine may increase nearly 1.5 times within the next three years. The head of the parliamentary Committee on Finance, Taxation and Customs Policy, Danilo Hetmanchev, has submitted his proposals to the Budget Declaration for 2027-2029, which foresee an increase in social standards. Minimum wage in Ukraine: what amounts has Hetmanchev proposed by 2029
Among the key proposals of the parliamentarian is a phased increase in the minimum wage.
According to the submitted proposals, the minimum wage should be:

in 2027 - 11,000 UAH;

in 2028 - 13,000 UAH;

in 2029 - 17,000 UAH.
If these proposals are supported during the formation of the state budget, by 2029 the minimum wage will increase by more than 50% compared to the proposed level for 2027.
In addition, Danilo Hetmanchev suggests gradually increasing the minimum pension as well. According to his vision, it should reach 6,500 UAH in 2027, 8,000 UAH in 2028, and 10,000 UAH in 2029.
Budget Declaration for 2027-2029: what other changes are proposed
The initiatives also foresee an increase in state support for internally displaced persons. Monthly payments are proposed to be set at:

4,000 UAH - for children and persons with disabilities;

3,000 UAH - for other displaced persons.
A separate block of proposals concerns the financing of the defense sector. Specifically, state support for defense industry enterprises is proposed to be set at 7 billion UAH in 2027.
Among the priorities, there is a call for the de-shadowing of the economy, conducting audits of budget programs, and changing approaches to privatization. In the sphere of inter-budget relations, it is proposed to ensure full funding of the educational subvention, additional support for communities that accept internally displaced persons, and to adapt the reverse subsidy mechanism to wartime conditions.
At the same time, these are merely proposals to the Budget Declaration. The final amounts of the minimum wage, pensions, and other social standards will be determined after the approval of the corresponding budget decisions by the government and the Verkhovna Rada.
