Enhanced Supervision of Military Medical Commissions in Ukraine
The Ukrainian Armed Forces have intensified their oversight of military medical commissions (MMC) operating within the Territorial Recruitment and Social Support Centers (TRSSC). A directive issued by Major General Mykhailo Drapaty, Commander-in-Chief of the Armed Forces, mandates continuous monitoring of MMC decisions, thorough verification of medical conclusions, and specialized training programs for commission leaders and members. This initiative aims to elevate the quality of medical examinations for those liable for military service, prevent unfit individuals from being conscripted, and eliminate corrupt practices during mobilization procedures.
New Strategies and Measures
The updated regulations place particular emphasis on cases where an individual is initially deemed fit for service but later found unfit due to non-service-related illnesses. Healthcare institutions and specific medical professionals are now held directly accountable for fraudulent or improperly documented medical assessments. The enhanced scrutiny also covers conscripts with chronic health conditions.
In parallel, the National Police of Ukraine has launched "Operation Aesculapius" to investigate potential corruption within MMC operations. Nearly 60 searches have been executed involving MMC personnel and expert teams responsible for evaluating daily functional abilities (ETDF). Preliminary findings indicate false information in officials' declarations amounting to approximately 200 million UAH. Additionally, over 230 administrative offense reports have been filed under Article 172-6 of the Ukrainian Code on Administrative Offenses. The criminal investigation is ongoing as law enforcement continues gathering evidence and preparing charges against suspects.
Major Dmytro Lykhoviy, spokesperson for the Main Directorate of Communications of the Armed Forces, emphasized: "Ignoring or concealing problems only allows them to worsen. Every detected flaw must be thoroughly analyzed and addressed. The life and health of individuals must remain the top priority at all stages of military service."
In September, the Commander-in-Chief outlined the Armed Forces' development priorities, highlighting the importance of honest evaluations of current conditions and a willingness to acknowledge and rectify mistakes.
A system of ongoing review and assessment of MMC decisions has been established, alongside stricter supervision of TRSSC officials—particularly regarding the referral of conscripts for medical examinations, documentation processing, and data entry into the Unified State Register of Conscripts, Reservists, and Military Obliged Persons. Tailored training on diagnostic standards will be provided for MMC heads and members at TRSSC.
Improving transparency and the quality of medical evaluations within the Ukrainian Armed Forces represents a crucial advancement amid ongoing mobilization efforts, especially in the context of war. These institutional reforms aim to enhance conditions for individuals subject to conscription, reduce opportunities for abuse, and foster greater public trust in military institutions, reinforcing social responsibility during a time of national challenges.
