Andriy Rubel has been dismissed as head of the Strategic Investigations Department of the National Police of Ukraine. This comes amid a scandal involving patrol officers in Kyiv and following the president's announced reshuffles within the Ministry of Internal Affairs, triggering a wave of personnel changes in law enforcement agencies. A new department leader has yet to be appointed, with the deputy head temporarily assuming the responsibilities.

Born on July 5, 1983, in Kyiv, Rubel graduated from the National Academy of Internal Affairs in 2004 and began his career as a criminal investigation operative in Kyiv's Solomianskyi district. Over more than 15 years, he served in various police units in Kyiv and the surrounding region, as well as in the Main Department for Combating Organized Crime, the Criminal Investigation Department, and internal security. From 2020 to 2021, he led the police in Kharkiv Oblast, and in October 2022, he took command of the National Police's Strategic Investigations Department.

Reshuffling Across Law Enforcement

Personnel changes have also affected the patrol police. Following an incident where patrol officers fled from an armed suspect, patrol police chief Yevhenii Zhukov resigned. Oleksandr Fatsevych will serve as acting head of the Patrol Police Department. President Volodymyr Zelenskyy has announced a broader shake-up across the entire Ministry of Internal Affairs hierarchy. On April 23, he signed decrees replacing the leadership of the Security Service of Ukraine (SBU) in Kyiv, as well as in Kyiv, Kharkiv, and Kherson Oblasts.

The National Police of Ukraine is launching a large-scale training program for its personnel at firing ranges. Next week, the first group of 200 officers will head out for training.

Rubel's dismissal is part of a larger overhaul within Ukraine's law enforcement system, triggered by recent scandals and presidential directives. This signals the government's intent to refresh leadership, boost accountability, and improve efficiency in police operations.
