He is in custody with the possibility of bail set at UAH 7 million. Dubovyk is involved in the cases 'Forest Gump' and 'Themis', and the determined bail has already been paid in full. The prosecutor requested to raise the bail to UAH 50 million, while Dubovyk's defenders attempted to challenge the decision and requested the cancellation of the preventive measure.

Recall that the decision of the investigating judge of the VAKS to hold him in custody was made on August 21. Viktor Dubovyk is suspected of involvement in a criminal organization that engaged in raiding, forgery of documents, and interference in state registries. According to the materials of the case, he allegedly received $5,000 monthly from the participants of this organization.

Special operation and consequences

On August 19, 2026, the NABU and SAP conducted a special operation aimed at uncovering the criminal organization. During the operation, searches were conducted at the deputy Vadym Stolar and the deputy head of the Office of the President, Iryna Mudra. As a result of the searches, the NABU found a document with a plan for anti-crisis communication regarding the work of the Temporary Investigative Commission of the Verkhovna Rada.

The 'Forest Gump' operation concerns the origin of UAH 150 million, which was likely deposited as bail for Herman Halushchenko. The 'Themis' operation is associated with a criminal organization that engaged in raiding in Kyiv. According to the investigation, current and former members of parliament, officials of the Office of the President and the Ministry of Justice, judges, and hackers could be involved in the criminal organization.

The prosecutor during the VAKS hearing mentioned 13 individuals who are referenced in the materials of the cases 'Forest Gump' and 'Themis'.

The list of activities of the criminal organization includes:

• raiding seizures
• forgery of documents
• interference in state registries

At the same time, in another case related to tractor purchases, officials of 'Forests of Ukraine' are facing losses amounting to UAH 8.1 million, and this case has already been transferred to the court.
