Russian Army Fights Amid Severe Personnel Shortage, Says General Staff
Critical Manpower Deficit Hits Russian Armed Forces
According to Главком: According to Andriy Hnatov, Chief of the General Staff of the Armed Forces of Ukraine, the Russian military is grappling with a severe shortage of personnel as it continues its combat operations in Ukraine. He stated that Russian troop losses are approaching-and at times even exceeding-the number of new contract soldiers being recruited to replace them. Hnatov emphasized that Moscow is effectively waging war under conditions of a significant human resource deficit, a situation he predicts will only worsen.
Frontline Dynamics and Emerging Threats
Despite these losses, Russia persists in launching daily offensive operations, with its primary focus on the Pokrovsk and Oleksandrivka directions. Hnatov stressed that the Russian armed forces hold neither strategic nor operational initiative. He also noted that Ukraine’s Main Intelligence Directorate has obtained documents indicating preparations by Russian forces for new missile and drone strikes against Ukraine.
Furthermore, Ukraine has observed attempts by Russia to further draw Belarus into the conflict. President Volodymyr Zelenskyy reported that the Russian side is considering operational plans for areas south and north of Belarusian territory. In response, Hnatov conveyed Ukraine’s readiness to end the war and its desire to secure peace on its soil, where hostilities continue. He underscored that Ukraine never intended to wage war and that the conflict’s duration depends on Russia’s actions.
