The 'Phantoms' will soon appear in various regions of Ukraine

Three patrol cars 'Phantom' have recorded 7012 speed violations in just six days of operation in Kyiv and the region. This result highlights the scale of the speeding problem, for which Ukraine is also preparing a fine gradation. This was reported by the Minister of Internal Affairs Ivan Vygivsky.

How Phantoms record speed violations in Kyiv and the region

According to Vygivsky, some of the recorded instances were serious violations. Drivers exceeded the allowed speed by 50 km/h or more. On average, the three cars accounted for over 1160 recorded violations per day.

'Phantoms' operate as hidden mobile control complexes. Special vehicles move in the general flow and automatically record the speed violations of other cars.

Patrol police crews also stopped 55 drivers for other dangerous violations. Among them were running a red light, crossing a solid double line, driving into oncoming traffic, and creating emergency situations.

Massive speeding remains one of the reasons for enhanced control. Over the past 12 months, nearly 2900 drivers have exceeded the speed limit more than 50 times, and over 35 thousand have been caught on camera more than ten times.

The number of Phantoms in Ukraine may increase in 2026

The results of the first days of operation may lead to system expansion. According to Vygivsky, the Ministry of Internal Affairs is already considering increasing the number of 'Phantom' cars and launching such patrols in other regions of Ukraine.

At the same time, the department is awaiting legislative changes aimed at strengthening penalties for drivers who systematically violate traffic rules. This concerns situations where fines do not change driver behavior and violations are repeated.

Expanding the 'Phantom' network would mean effectively mobile speed control for drivers, the location of which is unpredictable, just like the location of stationary cameras. In the first six days, three cars have already demonstrated the scale of violations in the capital region.

It is worth noting that the Verkhovna Rada is also preparing fines up to 17 thousand hryvnias for drivers who systematically and significantly exceed the speed limit.
