The blast injured the district head, Vladimir Kovalchuk, and the director of economic services, Sergei Besedina. Kovalchuk sustained a mine-blast injury and shrapnel wounds to his legs. Besedina, who was driving the car, suffered a non-penetrating abdominal wound and shrapnel damage to his thigh. Two other individuals-the head of the cultural department and a civil defense and emergency specialist-were standing on the building's porch and sustained blast lung injuries along with shrapnel wounds to their arms and legs.
All four victims were first taken to Rylsk Central District Hospital. Plans call for transferring Kovalchuk and Besedina to Kursk Regional Hospital for further treatment. The other two are also en route to the Rylsk facility. This attack is part of a broader pattern of escalating security incidents in the border region.

Regional Governor Alexander Khinshtein commented on the event, stating: 'The explosive device was triggered remotely. He added: 'Two other people-the head of the cultural department and a civil defense and emergency specialist-were standing on the porch of the building. The shockwave gave them blast injuries and shrapnel wounds to their arms and legs. We are also taking them to Rylsk Hospital. If necessary, we will send them to Kursk. I have the situation under control. Details are being clarified.'
Separately, in the town of Shebekino, three self-defense fighters and one employee of the Russia-24 television channel were wounded by a mine explosion.
