In the Fund's explanation, the eYasla benefit remains payable to the father after he becomes a full-time employee. This arrangement is defined under paragraph 23 of the Procedure for Granting and Paying State Assistance to Families with Children, adopted by a Cabinet of Ministers resolution. The allowance does not belong to mothers alone: any lawful representative of the child may apply. What matters is that the applicant genuinely looked after the child and has now entered full-time employment.

Exceptions and Application Rules

Not everyone is entitled to eYasla. The payment is unavailable to foster parents, parent-educators, patronage caregivers, and representatives of institutions that serve as guardians or trustees.

An application can be filed in one of several ways: personally at a Pension Fund service center, through the mail, with an administrator at an Administrative Service Center (ASC), or through an authorized official of the executive body of a village, settlement, or city council. To apply, a person needs two essential documents: a completed application on the form approved by the resolution, and a copy or excerpt from the employer's order showing the return to full-time work. If the employer did not issue such an order, a certificate from the place of work can be used instead.
