Illegal Tobacco Sales Operation Shut Down
According to Главком: Detectives from the Territorial Department of the Bureau of Economic Security in the Kyiv region have shut down an operation selling counterfeit tobacco products. The raid resulted in the seizure of over 16,000 packs of cigarettes lacking excise stamps, with a total value exceeding 1.6 million Ukrainian hryvnias, along with a minivan used for transporting the illicit goods. An investigation is ongoing under Article 28, Part 2, and Article 204, Part 1 of the Criminal Code of Ukraine.
How the Underground Business Was Organized
The perpetrators ran an underground business selling untaxed goods, using specialized websites and messaging apps to attract customers across Ukraine. The group established wholesale purchases of cigarettes without excise tax stamps. To find buyers, they built a network of online platforms and messenger channels. Orders were delivered via postal services, while larger shipments were transported using their own vehicles.
Searches conducted as part of the investigation led to the confiscation of a significant amount of counterfeit products. The total value of the seized illegal goods exceeds 1.6 million hryvnias. The Kyiv Regional Prosecutor’s Office is overseeing the case. It is also worth noting that in the Kyiv region, authorities uncovered a group of individuals who had set up a distribution network for illegally manufactured tobacco products, sold through retail outlets in the Buchansky, Obukhivsky, Boryspilsky, and Vyshhorodsky districts.
As part of this special operation, which spanned three regions of Ukraine-including Kyiv, Vinnytsia, and Odesa-authorities also took action against the black market for e-cigarette liquids. During these efforts, they seized products, equipment, cash, electronics, rough accounting records, and other assets worth a total of over 125 million hryvnias. The pre-trial investigation is ongoing, and further steps will depend on its findings.
This operation highlights the efforts of Ukrainian law enforcement agencies in combating the illegal trade of tobacco products and other illicit goods.
The seizure of large batches of counterfeit products demonstrates that such schemes can cause serious harm to the economy by evading taxes, as well as posing risks to public health. Continuing the investigation and taking action against similar operations is crucial for maintaining law and order and ensuring consumer safety.
