According to Державна міграційна служба: During a cold February day, a stray dog entered the Brovary office of the State Migration Service of Kyiv and the Kyiv region, seeking shelter from the harsh weather. Instead of being shooed away, the staff allowed the animal to stay, speaking to it calmly and not raising their voices. This created an uncommon scenario where a homeless dog found temporary refuge inside a government institution.

While officials processed documents, printed applications, and handled various matters, the dog curled up on the floor and fell asleep. It was able to rest in the warmth as people continued their work around it.
