Program of free railway tickets for residents of frontline regions

The Government of Ukraine has launched a program of free railway tickets for residents of frontline regions as part of the 'Winter Support' initiative. The program will start on December 3, 2025, with the first trains under the new program taking place on December 5. This decision aims to facilitate access to transportation for residents of regions affected by hostilities.

Program users will have the opportunity to arrange up to four trips with a total distance of 3000 kilometers. The program covers 24 routes, ensuring connections between various settlements in frontline areas. Free seats are provided in:

  • platzkart cars
  • compartment cars
  • regional trains
  • second class Intercity

Children over five years old also receive 3000 kilometers, allowing families with children to take advantage of this opportunity.

Oleksii Kuleba, a government representative, noted: 'In places where hostilities occur daily, the state must ensure affordable and reliable logistics'.

In 2026, a mechanism for compensating the difference between fares for passengers and transportation costs is planned to be implemented, which aims to further improve transportation services.

Importance of the program for the population

The program of free journeys for residents of frontline regions is an important step in supporting the population that finds itself in difficult conditions due to hostilities. It opens new opportunities for movement and simplifies access to essential resources for people living in these regions.

The introduction of free railway tickets is part of the efforts of the Ukrainian government to support the population living in wartime conditions. The significance of this program lies not only in facilitating movement but also in strengthening social stability in areas affected by the conflict. The government hopes that supporting transportation infrastructure will help maintain communication between communities and provide access to vital resources, which is especially relevant in the winter period.
