According to ХВИЛЯ: Amidst the ongoing war, the poverty rate in Ukraine has climbed to 30%. This marks a significant increase from the 22-23% of citizens living below the poverty line during the COVID-19 pandemic, prior to the full-scale invasion. The unstable economic situation and the challenges facing the population are key drivers behind this rise in poverty.

Challenges in the Labor Market

Compounding this issue, Ukraine is grappling with persistent unemployment. Many people remain jobless, while the hidden potential of the Ukrainian labor market-those who could work but are not-is estimated at approximately 1 million individuals. This indicates a substantial pool of workers could be integrated into active economic life, but doing so requires creating the right conditions.

Socially vulnerable groups are at the highest risk, particularly citizens whose professions have become obsolete in the modern market, as well as those unable or unwilling to undergo retraining.
