According to Прокуратура Київ: Two men have been formally charged by the Kyiv City Prosecutor's Office for agreeing to carry out a terrorist attack in the Ukrainian capital. In exchange for safe passage to Russia, they allegedly took orders from representatives of the Russian Federation. The suspects were apprehended near the border with Belarus.

The case is being handled by the Kyiv City Prosecutor's Office, which detained the individuals while they were wearing military uniforms. One suspect is a former serviceman who had abandoned his post, while the other worked as a shop assistant. The two men are 34 and 35 years old.

Recruiters posing as ex-FSB officers reportedly contacted potential operatives through the Telegram messaging app. Each suspect was instructed to transfer $1,000 to a cryptocurrency wallet as part of a vetting process.

Planned Attack and Legal Charges

According to the indictment, the suspects were tasked with manufacturing explosives and planting two devices near a diesel generator at a building of the Kyiv Polytechnic Institute. Although the devices detonated and sparked a fire, no major explosion occurred.

Prosecutors have classified the crime under Article 15, Part 2, and Article 258, Part 2 of Ukraine's Criminal Code (attempted terrorist act by prior conspiracy). The suspects remain in custody without the possibility of bail.
