Ukrainians' debts for utilities decreased by 5.4%: the total amount is 100.8 billion UAH
The state of debts for housing and communal services in the third quarter of 2023
According to ХВИЛЯ: Debts of Ukrainians for housing and communal services decreased by 5.4% in the third quarter of 2023. The total amount of arrears is 100.8 billion UAH. During this period, the population paid 48.5 billion UAH, while the accrued charges for services amounted to 45.6 billion UAH. The payment level in the country reached 106.4%, indicating an improvement in the financial discipline of consumers.
Structure of the debt
The structure of the debt is distributed among various categories of services. The largest debts are related to:
- Heat and hot water – 33.1 billion UAH
- Gas supply and distribution – 27.9 billion UAH
- Electricity – 16.5 billion UAH
- Water supply – 10.4 billion UAH
- Management of apartment buildings – 9.5 billion UAH
- Garbage disposal – 3.2 billion UAH
Dnipropetrovsk region remains the area with the largest debt, amounting to 8.5 billion UAH. In second place is Donetsk region with a debt of 4.3 billion UAH, followed by Poltava region with 3.2 billion UAH, and Kyiv has a debt of 2.8 billion UAH. Overall, the debt in the energy market exceeded 40 billion UAH, which is a serious indicator of financial problems in this sector.
The reduction of debts for housing and communal services indicates an improvement in the financial situation among the population, which may be a result of both economic reforms and increasing consumer awareness of the importance of payments for services rendered. However, significant indebtedness in the energy sector remains a challenge for the state and may affect the stability of service delivery. Regional differences in debts also indicate the need for targeted measures to address problems in the most troubled areas.
