Reservation for 1.4 million Ukrainians: what is known about the new government decree
The new decree on the reservation of workers, according to people's deputy Yaroslav Zheleznyak, was approved by the government on October 13, but its text has not yet been published. Officials have been given five days to finalize the document. The rules for reservation have already been changed earlier, including criteria for critical enterprises. Zheleznyak reported this in his video.
What may change in the reservation of workers
According to Zheleznyak, in the draft decree he published earlier, it was proposed to reduce the reservation quota for certain industries:
-
for defense enterprises - from 100% to 85%;
-
for heat, water supply, and sewage enterprises - from 75% to 60%.
The deputy claims that after the publicity, the draft removed the provision according to which workers with deferrals would not be counted during the quota calculation. For example, if there are 100 people working at the enterprise, 30 of whom have a deferral, then according to the previous proposal, the quota could be calculated from the remaining 70 employees.
Zheleznyak also stated that the final percentage of reservations is still under discussion. Among the possible options is to maintain 100% reservation for workers who directly repair energy infrastructure, heating networks, and water pipelines, as well as produce weapons. General quotas may apply for engineers, logisticians, and accountants.
Changes, according to the deputy, may concern workers in the defense-industrial complex, energy sector, and critical infrastructure. The government has previously adjusted reservation rules for the defense-industrial complex.
What questions arose for the coordination center
Another proposal, which according to Zheleznyak, remained in the document, is to create a coordination center with 17 representatives of government authorities and law enforcement agencies. It is supposed to participate in determining whether an enterprise is critical.
The deputy criticized the absence of business representatives in the center and clear criteria for decision-making. He also stated that the document does not define a mechanism for appealing the decisions of such an authority.
Zheleznyak urges the government to publish the final text of the decree, conduct consultations with businesses, and explain the rules of operation of the center. Among the requirements is also to maintain 100% reservation for defense and energy enterprises and provide a transparent decision-making process. Earlier, Inkorr reported on suspension of reservations through Diya during the review of criticality criteria.
