Booking may be partially lifted: deputies raised this issue

In Ukraine, there may be a review of the approach to booking workers of enterprises due to the need for additional mobilization resources. It is about the possibility of partially lifting the booking for specialists who may be recruited into the army. 

This was reported by people's deputy, member of the Verkhovna Rada Committee on Energy and Housing and Communal Services Serhiy Nahornyak in a comment to the publication «Novyny.Live». 

Booking of workers: why the rules may change

According to people's deputy Serhiy Nahornyak, the state previously tried to preserve personnel in critical sectors, particularly in energy.

However, the situation at the front forces new solutions to be sought. One of the options may be the partial lifting of booking from enterprise workers.

The deputy noted that:

  • enterprises have significant human resource potential

  • there are many qualified specialists among the workers

  • they can become a resource for the army.

According to the proposed logic, representatives of the Armed Forces will be able to directly select people in enterprises.

It concerns workers:

  • without disabilities

  • without bad habits

  • with the necessary skills.

«These are completely normal people, specialists and, of course, the Armed Forces want to replenish with them», — explained Nahornyak.

Thus, booking may cease to be fully guaranteed for a part of the workers.

Deferral and mobilization: what is currently in effect

Currently, martial law and mobilization continue in Ukraine until August 2026.

At the same time, some citizens have the right to deferment, including:

  • people with disabilities

  • parents of many children

  • students and teachers

  • individuals caring for relatives.

In some cases, deferral is automatically extended if the data is confirmed in registers. If the information is absent — it needs to be updated through the administrative service center.

Earlier, parliament also stated that alternative approaches to the booking system are being considered.

Potential changes mean that even workers of critical enterprises may partially lose protection from mobilization if the state recognizes them as needed for the front.

Let's remember, the Ministry of Defense of Ukraine confirmed that individuals with a valid deferral from mobilization or booking are not required to undergo military-medical commission (VLC).
