According to Главком: Ukraine’s top security official, Kyrylo Budanov, has endorsed President Volodymyr Zelenskyy’s timeline for potentially ending the active phase of the war by November. Speaking at the Security Architecture Forum, the head of the President’s Office stated that this goal aligns with both the president’s directives and the evolving logic of battlefield dynamics and international negotiations. The timeline reflects a strategic push to shift from intense fighting to a different phase of the conflict before winter sets in.

Zelenskyy had previously highlighted a window of opportunity for advancing peace talks before the winter season. Budanov confirmed efforts to cease combat operations as soon as possible, ideally by winter, while stressing that success hinges on Russia’s willingness to change its approach to the war.

'I fully agree. This is the president’s instruction to try to end this war as soon as possible. And I confirm – this is an attempt to stop hostilities as quickly as possible, ideally before winter,' Budanov stated.

Meanwhile, Ukraine continues to pursue its political and security goals. However, The Economist previously reported that the president had ordered preparations for a protracted war lasting two to three years. In response, the President’s Office dismissed the article as a recycled disinformation campaign aimed at promoting negative narratives. A similar report in The Wall Street Journal from February 2026 was also debunked as false.

Despite these conflicting assessments, Ukrainian authorities remain focused on finding a peaceful resolution to the conflict, concentrating efforts on achieving regional stability.
