According to Главком: Ukraine’s top security official, Kyrylo Budanov, has endorsed President Volodymyr Zelenskyy’s timeline for potentially ending the active phase of the war by November. Speaking at the Security Architecture Forum, the head of the President’s Office stated that this goal aligns with both the president’s directives and the evolving logic of battlefield dynamics and international negotiations. Zelenskyy had previously highlighted a window of opportunity for advancing peace talks before the winter season. 'I fully agree. This is the president’s instruction to try to end this war as soon as possible. And I confirm – this is an attempt to stop hostilities as quickly as possible, ideally before winter,' Budanov stated.
