Discussion of Challenges for Ukraine

According to ХВИЛЯ: Lieutenant General Kyrylo Budanov, head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, discussed the challenges for Ukraine, mobilization in Russia, the Kremlin's goals for 2026, and the importance of the negotiation process. Budanov noted that Russia continues to actively implement its plans, particularly in the context of military actions on Ukrainian territory.

Russia's Mobilization Plans

Regarding mobilization plans, Budanov reported that Russia has completed its mobilization plan for 2025, which amounts to 403,000 individuals, at 103% as of December 2. A further mobilization of 409,000 individuals is planned for 2026. He also emphasized that 46% of Russia's defense budget for 2026 is allocated for waging war, indicating the Kremlin's serious intentions.

Kyrylo Budanov pointed to Russia's short-term goals, which include:

  • full control over the Donetsk region;
  • maximum advancement in the Dnipropetrovsk region;
  • continuation of operations in the Zaporizhzhia and Kherson regions;
  • increased size of sanitary (buffer) zones along the border.

He also noted that the Russian economy has been in a stable recession since late spring 2023 but remarked that 'Is it a question of financial capabilities? There will be enough.'

Budanov emphasized the importance of the negotiation process, in which he became involved by decision of President Volodymyr Zelensky at the end of November. He highlighted:
