According to Главком: As of May 15, 2026, fuel prices in Ukraine have been revised. The average cost of A-95 gasoline stands at 74.34 UAH per liter, while diesel fuel is priced at 87.75 UAH per liter. Under the 'National Cashback' program, which launched on March 20, 2026, consumers can receive a 15% cashback on diesel, 10% on gasoline, and 5% on autogas. This initiative runs until May 31, 2026. The Antimonopoly Committee has found no evidence of monopolistic practices in the fuel market.
Ukraine's Fuel Market Landscape
Among the largest gas station chains in Ukraine, Okko, WOG, and Socar are the most expensive. In contrast, 'Ukrnafta' and 'BRSM-Nafta' offer the lowest prices. According to data, the maximum savings per liter can reach up to 11 UAH for diesel, 7 UAH for gasoline, and 2 UAH for autogas. Starting May 1, 2026, the maximum monthly compensation per user is capped at 500 UAH.
Pavlo Kyrylenko, head of the Antimonopoly Committee (AMCU), stated that the primary objective factor behind price increases is that over 85% of petroleum products in Ukraine depend on imports. This is largely due to the shutdown of the country's largest oil refinery last year. Key factors contributing to rising fuel prices include:
- increased demand volumes,
- reduced supply,
- higher logistics costs,
- changes in fuel storage conditions within Ukraine.
In April 2026, diesel prices in Ukraine rose by 33.9%. According to Platts data, diesel prices surged by 86%, while imported fuel increased by 58%. Overall, gasoline prices at gas stations climbed by 16%, whereas diesel saw a 39% rise. Fuel supply volumes in March 2026 remained at 2025 levels, yet prices at the pump increased by 39%, according to the AMCU head.
Fuel station chains also show significant price variation. For instance, at UPG stations, A95 gasoline costs 74.90 UAH; at OKKO, it is 77.90 UAH; and at WOG, it is also 77.90 UAH. Meanwhile, at 'Ukrnafta' stations, A95 is priced at 71.90 UAH, while at 'BRSM,' it stands at 69.99 UAH. This gives consumers a range of choices across different networks with varying price points.

Given the high dependence on imports, fluctuations in global oil prices heavily influence domestic fuel costs. The 'National Cashback' program aims to support consumers amid rising fuel expenses, but its impact may be limited in the context of overall price increases.
