According to Главком: As of April 22, 2026, fuel prices in Ukraine have been adjusted. The average cost for a liter of A-95 gasoline is now 73.33 UAH, while diesel fuel averages 88.64 UAH per liter. A government initiative called the National Cashback Program is in effect from March 20 to May 1 of this year, offering rebates of 15% on diesel, 10% on gasoline, and 5% on autogas, with a maximum monthly refund of 1,000 UAH per person. This program aims to provide some relief to consumers facing rising energy costs.
Key Drivers Behind the Price Increases
Several factors are contributing to the rise in fuel costs. The price of diesel in Ukraine has surged by 33.9%. A primary objective factor behind this increase is the shutdown of the country's largest oil refinery last year, which has resulted in over 85% of the nation's light petroleum products now being dependent on imports.
Pavlo Kyrylenko: 'The main objective factor influencing the price increase is that since last year, specifically after the shutdown of Ukraine's largest and essentially only oil refinery, almost all light petroleum products-over 85%-are dependent on imported oil products.'
Meanwhile, according to Serhiy Kuyun, 'there is no diesel fuel shortage, nor is one anticipated. Supply volumes in March remained at 2025 levels.' However, the fuel price hike is driven not only by import dependency but also by rising demand, shrinking supply and reserves, and an increase in the actual purchase cost of oil products. Other contributing factors include higher logistics service costs and the inability to compare fuel storage conditions and volumes within Ukraine.
