According to ХВИЛЯ: Men who have been fined by Territorial Recruitment Centers (TRCs) for violating military registration rules may face blocked access to their bank accounts. This restriction is enforced by the State Enforcement Service, not directly by the military commissariat. When a TRC issues an administrative fine for breaches of military registration, failure to pay it voluntarily leads to its transfer to the State Enforcement Service for compulsory collection, which can result in the debtor’s bank accounts being frozen.
The State Enforcement Service possesses the authority to freeze all bank accounts of individuals who fail to meet their financial obligations. It is important to note that if a fine remains unpaid, its amount can double during enforced recovery. For instance, a 25,500 UAH fine could escalate to 51,000 UAH once it reaches the enforcement stage.

Dmitro Holovko, a specialist in this field, explains, “Although the TRC itself cannot block your bank accounts even if you violated military registration rules or failed to respond to a summons, this does not guarantee your accounts won’t be frozen.”
He stresses the importance of settling fines promptly, warning, “If you don’t pay the fine, its value will double during enforcement.” Holovko recommends:
- Avoid allowing the fine to reach the State Enforcement Service for collection;
- Either pay the fine on time or challenge the administrative protocol in court.
This situation highlights the critical need to comply with military registration regulations, as the financial repercussions can be severe. Account freezes can significantly limit access to funds, disrupting daily life for those fined.
