Some types of social benefits are intended to be canceled in Ukraine this year

In Ukraine, plans are underway to change the social support system: instead of separate types of benefits, a basic social assistance may be introduced. The corresponding bill has already been published on the website of the Verkhovna Rada. This is reported by Radio Trec.

Cancellation of social benefits in Ukraine: proposed changes

The document envisages a gradual refusal of part of the existing social benefits. In particular, it concerns assistance to low-income citizens and people who are not entitled to a pension.

Instead, it is proposed to introduce a unified basic social assistance, which will become the main mechanism for supporting the population with low income.

Key provisions of the bill:

• cancellation of individual types of social benefits

• introduction of basic social assistance

• annual determination of the size of payments through the state budget

• minimum level - not lower than the subsistence minimum.

Basic social assistance in Ukraine: how the new model will work

The new system provides for a different approach to calculating assistance for families. Payments will be formed depending on the number of household members.

Main principles:

• 100% of the basic amount for the first family member

• 100% of the basic amount for each subsequent one

• the total amount depends on the composition of the family.

Separately, the bill introduces mechanisms for stimulating employment. Receiving assistance may be linked to active job search activities of the person.

It is proposed to conclude trilateral agreements between government bodies, territorial communities, and recipients of assistance. This is intended to motivate able-bodied citizens to return to the labor market.

The proposed model aims to reduce the level of poverty, enhance the effectiveness of social support, and decrease social tension in society.

Let us recall that in 2026, an experimental program of basic social assistance was launched in Ukraine, which provides for a single monthly payment for low-income families. It can amount to up to 4500 UAH per person and replaces several individual types of assistance.
