According to ХВИЛЯ: The government offers annual subsidies and benefits for liquefied petroleum gas (LPG), solid fuels, and liquid stove fuels to families lacking centralized heating who do not rely on gas or electricity for warmth. These financial aids are granted once per heating season upon personal application, taking into account the total household income, except for combat veterans and their families, who are exempt from income considerations.

This support was detailed by the Main Department of the Pension Fund in the Zaporizhzhia region. Importantly, fuel assistance does not replace subsidies for other utilities such as electricity, cooking gas, water supply, or waste disposal. To apply, individuals must submit a declaration of income and expenses, along with proof of having stove-based heating in their residence.

Eligibility Criteria for Benefits

Only those registered in the official Registry of Persons Entitled to Benefits qualify. Exceptions include combat veterans, war-disabled individuals, families of fallen veterans, and relatives of Ukraine’s fallen defenders. In 2024, residents in designated communities will also be eligible for additional aid through the 'Winter Support' program, funded by international partners, which specifically covers solid fuel purchases.
