Funds Returned to the National Treasury

According to Главком: A total of 7.3 billion hryvnias has been recovered and returned to the state budget following three months of audits on defense contracts. The recovered sum consists of overpayments made by state customers for contract execution, as well as advance payments. The inspections were carried out between March and May 2026 and covered 92 business entities within the defense-industrial complex. Ukraine has been ramping up oversight of defense spending amid the ongoing war to curb financial abuses.

Entities Under Scrutiny

Among the organizations audited are structures tied to the 'Ukrainian Defense Industry' (formerly 'Ukroboronprom'), the 'Defense Procurement Agency,' and the 'State Rear Operator.' The scandal that triggered these audits has been dubbed 'Mindichgate,' linked to businessman Timur Mindich. Following widespread public outcry, the government tasked the State Audit Service with conducting a large-scale review of the defense sector.

Alla Basalaieva, a representative of the State Audit Service, stated:

“Between March and May 2026, we managed to return 7.3 billion UAH to the budget. These include various funds such as overpayments by state customers on contract execution and advance payments.” - Alla Basalaieva

She added that “representatives of defense industry enterprises have not created any obstacles for our auditors.” These inspections aim not only to recover funds for the state budget but also to enhance transparency and accountability in the use of public money.

Recovering such significant sums could serve as a benchmark for effective government action against corruption and misuse in the defense sector, which is vital for strengthening public trust in the authorities.
