State Employment Service on the Labor Market: Salaries are Rising, Willingness to Hire Veterans – 90%

Results of the Third National Labor Market Survey

According to ХВИЛЯ: The Director of the State Employment Service, Yulia Zovtyak, presented the results of the third national labor market survey, which covered 61,000 enterprises. The main conclusions indicate a rise in salaries, a change in attitude towards hiring vulnerable categories of the population, and also activity in hiring in certain regions of Ukraine.

Key Findings of the Survey

According to the survey data, in 2024, 35% of companies planned to increase salaries, but 45% of employers had already increased payments to their employees. The forecast for 2026 indicates that 56% of businesses intend to raise salaries on average by 10-20%.

At the same time, the willingness to hire veterans, people with disabilities, and internally displaced persons has increased from 60% to over 90%, which indicates positive changes in employers' attitudes towards hiring vulnerable categories.

  • Kyiv region
  • the capital of Ukraine

Among the leading sectors actively seeking employees, the following stand out:

  • processing industry
  • trade
  • medicine
  • education
  • agricultural sector

72% of the surveyed employers regularly use the services of the State Employment Service for recruitment, and the quality of cooperation with this service is rated at 4.8 out of 5.

These results indicate gradual changes in the labor market of Ukraine, which may positively impact the economic situation in the country.

The increase in salaries and the change in attitude towards hiring vulnerable categories of the population indicate an improvement in labor market conditions, which may stimulate economic development. Increased hiring activity in certain regions and sectors also points to the recovery of business after economic difficulties caused by crisis situations. These trends may contribute to the stabilization of the social situation in Ukraine and the reduction of the unemployment rate.
